[Apple] 美区 apple id 大陆 ip，付款失败， paypal 和余额

余额的失败概率小一些，paypal 次次失败，切美国 ip 秒付款。

估计是风控，过些日子能解除。

怕的是以后 ios18 后加强监管美区就废了。
