[程序员] 构思中的 APP 有关 SNS 属性的疑惑

大佬们好，我想开发一个 app ，里面会有圈子、聊天和客服等功能。

有以下两个疑惑：

  1. 国内上各个应用商店需要哪种资质吗？
  2. 如果有人利用来做灰产黑产，会不会涉及到开发者呢，有没有一个 guideline 来规避这种风险？
