[macOS] ARC 浏览器窗口激活时，无法快捷键打开微信

macos 的使用 arc 浏览器，一旦 arc 浏览器的窗口前台激活，无法通过快捷键唤起微信，也无法通过点击顶栏的微信图标打开微信，只能在 dock 栏中点击微信打开微信的窗口。其他程序在窗口前台激活可以通过快捷键唤起微信。有大腿遇到过这个问题么？

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
