[程序员] 各位运维大大，有什么国外电话语音通知的服务商推荐吗

有公司业务需要电话告警，用户又遍布在全球，主要在香港、新加坡、美国等地，国内的也有

1 、目前国内的用阿里云 vms 搞定了，除了备案麻烦点，其他使用体验良好 2 、国外的调研了 aws 、twilio 感觉都不行，aws 的 sms-voice 似乎不支持新加坡、香港地区。我已经开通成功了但使用还是遇到各种问题 twilio 是谷歌文档里推荐的，开通要充值 20$，还没充值。拿一个香港的手机号测试，始终收不到验证码。。。

有靠谱成熟使用门槛低的平台推荐吗？ 另外这种不同国家的电话号码怎么测试，sms-activate 上租号码也不好用
