[上海] 怎么举报开车玩手机的人

RT ，主要是因为这些人开车玩手机导致堵车了，不然才懒得理呢 比如绿灯了玩手机不走导致堵车，而且上海市区还不能鸣笛，后面车只能干等着 今早高峰下雨本来就堵，看到隔壁车道走的很快自己车道很慢，遂变道过来一看，原来有个女的开特斯拉（这里为什么写女的，因为这是事实，是男的也会写）手放车门上一直耍手机，而且车在慢慢的走，不是停的

有没有侧边行车记录仪什么的推荐下，或者别的举报方式
