[VPS] 发现一个不和逻辑的情况， CN2 网络，联通速度居然比电信快

电信是普通上海电信，联通 9929 和普通联通线路都测了

上海联通（ 9929 或普通线路）的连接速度明显的比上海电信要快一些，两者的 ping 值差不多。

看起来，电信至少对于出海的连接是有除了基础 ping 之外，额外的限制，导致实际连接速度相比 ping 应有的速度慢了不少。
