[小米] MIUI14 对 UDP 有限制吗

MIUI14 使用 openvpn udp 建立连接会失败，错误如下：

TLS Error: TLS key negotiation failed to occur within 60 seconds (check your network connectivity)
TLS Error: TLS handshake failed

相同的配置在 windows 下是可以成功建立连接的
