[Python] 基于 cuda 开发是咋么控制工具链版本的。

nv 的依赖也太长了，驱动 cuda cuDNN tensor numpy torch ，可能一个小版本号变化就直接不向前兼容。
conda 只能控制住 python 包和 pip 依赖的版本，cuda 那些直接装在 Windows 系统里的环境有什么好办法控制吗？
