[问与答] OpenAI 新创建的 api 无法免费使用了吗

昨天老账号免费额度（$5 ）用完了,然后就重新注册了个账号，申请了新的 api 。

现在创建的 api 都是新版 api （ proj ），网页端用的是 https://github.com/ChatGPTNextWeb/ChatGPT-Next-Web 。

现在结果是无论新 api ，还是传统 api ，都会报错：“余额不足”：

google 搜索后说需要绑定卡，可是我没有符合的境外卡，并且有人反馈绑卡后也不能使用。不知道什么情况？
