[Windows] wsl2 昨天自动更新到 2.3.11.0 后无法启动

github 有人提了 issue ，我发现下面回复的全是简中用户，难道这是一个专门针对简中的 bug ？
鉴于简中用户唯一的共同点就是科学的虚拟网卡，报错的又是网络问题，我尝试禁用我的虚拟网卡，发现并不起任何作用。

  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
