[问与答] 运营商限制上传流量的收益是什么呢？

按照我的理解，一条光纤总容量是固定的，那无论数据传输是从这边到那边还是从那边到这边，这没区别啊，上传下载都是占那么多带宽，为什么运营商不限制下载，而只限制上传呢？
