[问与答] cfw 关闭后系统代理网站无法访问

cfw 关闭系统代理后就无法正常访问网页了，系统设置里面的手动设置代理的地方也关闭了，dns 也手动改成 223.5.5.5 了，都不行，必须把 CFW 的系统代理打开才能上网，关闭系统代理或者退出都不能上网了，各位大佬们，这个得怎么搞好啊？

系统是 win11
