[宽带症候群] 阿里云公共 DNS 修改限速规定

生效时间：2024 年 9 月 30 日 24 时

生效范围：免费版公共 DNS （ 223.5.5.5 / 223.6.6.6 ）

变更后的限速规定：
1.DoH / DoT 单递归节点单请求源 IP 限速阈值为 20 QPS ；
2.TCP / UDP 单递归节点单请求源 IP 对于未命中 DNS 缓存的非热点域名请求访问量超过 100QPS ，同时引入前置条件为“仅在系统遭受大流量请求冲击资源水位不够用情况下短时间可能触发”；
3.免费版不提供 SLA 保证。

另外，如果使用收费版，每个月赠送 1000 万次免费 HTTP 解析流量资源。
