[Surge] Surge Ponte 是不是依赖公网 ip

像移动宽带这种，是不是就不能用 Ponte 的功能了。
我以前一直以为 Surge Ponte 实现了类似 TailScale 那种免费的小型异地组网的功能。设备注册之后直接分配 ip ，自由访问。

Configure browser push notifications
Chrome (Android)

  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
