各位大佬好，想请教一下，我想持续监测这个网站，希望达到的效果是，一有更新，就发送通知（形式无所谓）

网站是这个： https://www.treasurydirect.gov/auctions/upcoming/

想请教下，这种需要挂云服务吗？还是简单的 Python 脚本就行？实现的形式大概是每 X 分钟刷新，然后跟之前的比较？

Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
